HP Printers - 'Solution Center cannot run' or 'Scan is busy' Displays after Windows 7 to 10 Upgrade

This document is for HP printers that are connected to a wired or wireless network and use HP Solution Center software.
When you open HP Solution Center software after upgrading from Windows 7 to 10, the following message displays:
HP Solution Center cannot run because your device installation is not complete
In some cases, Solution Center opens without the error, but when you click Scan Picture or Scan Document, a Scan is busy or in use message displays.
To resolve the issue, use HP Print and Scan Doctor to check for possible problems, change network settings, or reinstall the driver.

Step 1: Run the HP Print and Scan Doctor

Download and run the HP Print and Scan Doctor to automatically diagnose and resolve printer hardware and connection issues.
  1. After HP Print and Scan Doctor opens, click Start on the Welcome screen.
    • If your printer is listed, select the printer, then click Next.
    • If your printer is not listed, turn the printer off and back on, then click Retry.
  2. Click Fix Scanning.
  3. After the Print and Scan Doctor completes, try opening HP Solution Center or scanning.
If the issue persists, continue to the next step.

Step 2: Change your network type to 'Private'

If your private network is set as Public, printer functions might not work correctly.
  1. Search Windows for network, and then click Network and Sharing Center in the list of results.
  2. In the list of your active networks, check if your network is set as a Public or Private connection type.
  3. Click HomeGroup in the lower left corner of the window.
  4. Click Change network location.
  5. Click Yes to change the network type to Private.
  6. Try opening HP Solution Center or scanning.
If the issue persists, continue to the next step.

Step 3: Uninstall the HP printer software

Remove all HP printing software from the computer before reinstalling the latest driver.
  1. Disconnect the USB cable from the printer, if necessary.
  2. In Windows, search for and open the Control Panel.
  3. Click Programs and Features.
  4. In the list of installed programs, click your HP printer name, and then click Uninstall or Yes.
  5. Follow the on-screen instructions to complete the software removal.
  6. Restart the computer.
Continue to the next step to reinstall the print driver.

Step 4: Reinstall the HP printer software

To restore scanning functions, download and install the most current printer software from the HP website.
note:
As an alternative method to downloading the software, you can use the installation CD if it includes the Windows 10 driver.
  1. Turn on the printer.
  2. Disconnect the USB cable from the printer, if necessary. The software installation prompts you to connect the cable if needed.
  3. If a Let's identify your product to get started page displays, click Printer, type your printer model number, and then click Submit.
  4. If you need to change the operating system, click Change, select your version, and then click Change.
  5. Under the Driver heading, click Download for the full software package, or click Basic Drivers for other driver options.
If the issue persists, continue to the next step.

Step 5: Scan with a scanning app

If you can’t scan from the HP software but you can print, use one of the following methods to scan from the computer.
  • HP Scan and Capture app: Use this free app available from the Microsoft Store to scan photos or documents using your printer or the camera on your computer.
  • Windows Scan app: Use this pre-installed app to scan from most HP all-in-one printers.
    Search Windows for Scan, then click the Scan app in the list of results.
  • Windows Fax and Scan: Use this pre-installed tool to scan photos and documents.
    Search Windows for fax, click Windows Fax and Scan in the list of results, then click New Scan.
