HP Jornada, Palmtop - 'Synchronization Cannot Be Started' Error Message

Issue
The following error message is displayed while attempting to synchronize a HP Jornada or Palmtop with Outlook 2000 on a desktop PC using ActiveSync 3.1. Below are two possible situations and a solution for each.
Solution 1
The following error message may display if Outlook, Schedule+, or other PIM software was not installed on the desktop prior to synchronizing:
“Synchronization cannot be started because you are not able to log on to the network and access information. Restart your desktop computer and synchronize again. If the problem persists, contact your network administrator.”
To correct this, follow the steps below:
  1. Click OK to clear the message.
  2. In ActiveSync, click File, then Connections Settings and un-check Allow serial cable or infrared connection to this COM port (or Allow USB connection with this desktop computer for a USB port).
  3. Click OK and then close the Connection Settings window, and ActiveSync.
  4. Install Outlook or other PIM software.
  5. Open Outlook (this creates a new *.pst file), and then close Outlook.
  6. Open ActiveSync and click File, then Get Connected.
Solution 2
If Outlook 2000 is present and has been operational prior to setting up a partnership, follow the steps below:
  1. On the desktop PC, double-click the ActiveSync icon.
  2. Verify the device is not connected.
  3. Click File, Delete Partnership.
  4. Click Yes to confirm.
  5. In Outlook 2000, click Tools, Options, then the Mail Delivery tab. At the bottom of that tab, click Reconfigure Mail Support.
  6. If Internet Only is selected, then select Corporate or Workgroup, or if Corporate or Workgroup is selected, then select Internet Only. Click Finish.
  7. Reconnect the device to the desktop PC and follow the prompts to re-establish a partnership.
