This has been identified as a Ghost 7.0 and a memory usage issue. To resolve this issue, use HIMEM.SYS to allocate a ranger of higher memory
How to create a working diskette:
- Launch Symantec Ghost Boot Wizard.
- Pick one to create boot disk, such as Boot Disk with CD-R/RW, LPT and USB support.
- Press Next. You don't have to check any options.
- In next page, use MS DOS (must be Win 98), not PC DOS.
- Follow the instructions to create the floppy.
- Then add the following W98 DOS files to the floppy:

- MOUSE.INI, CONFIG.SYS, CPQLTECD.SYS, EMM386.EXE, HIMEM.SYS, AUTOEXEC.BAT, MSCDEX.EXE.
NOTE: This issue is not limited to HP. This has been identified as an issue with Symantec Ghost 7.0.
