To resolve this issue, perform the following steps to disable the Fast Startup option, then ensure Power Management Event (PME) is enabled in Device Manager.
Procedure 1. Disable Fast startup.

Open Windows
Control Panel.

Select
Hardware and Sound.

Select
Power Options -> System Settings.

Select
Chose what the power buttons do.

Uncheck
Turn on fast startup (recommended).

Select
Save changes.
- Close the Control Panel.
Procedure 2. Enable Power Management Event (PME) in Device Manager.

Click
Start.

Select the
Settings icon.

Type
Device Manager in the
Find a Setting field.

Open
Device Manager.
-
Select
Network Adapters.
-
Right-click
Intel(R) Ethernet Connection 1219-LM.

Select
Properties.
-
Select the
Advanced tab.

Select
Enable PME in the left pane.

Ensure the value is set to
Enabled.

Select
OK.
- Close Device Manager.
NOTE: If the AC adapter is disconnected, then reconnected while the computer is powered off, the Wake-On-Lan feature may not work to power on the computer. To ensure WOL works, power the computer off with the AC power connected.
