HP X360 310 G2 Convertible PCs - Computer Performance Is Slow After Resuming From Critical Hibernation

DESCRIPTION
After the computer resumes from critical hibernation, in which the computer resumes from sleep mode and is transitioned to hibernation mode triggered by a critical low battery level, the performance is slow. The CPU (Central Processing Unit) performance is consistently reports low numbers. (0.08 GHz ,0.13 GHz 0.14 GHz, etc.) This issue may occur on Windows 8.1 and Windows 10 images.
