Check the cables
Uninstall and then reinstall the HP ScanJet drivers and tools (Windows)
If checking the scanner cable connections did not solve the problem, the problem might have occurred because of an incomplete installation. Try uninstalling and then reinstalling the HP ScanJet drivers and tools.

Press the Power button to turn off the scanner, and then disconnect the USB cable and power cable from the scanner.

On the computer, open Control Panel and use the Programs and Features tool (in Windows 7, Windows 8, Windows 8.1, and Windows 10, the Programs and Features tool) to uninstall the following applications:

HP ScanJet Pro 2500

HP Scan
-

Restart the computer.

Reinstall the HP ScanJet Drivers and Tools.

Turn off the scanner, wait 30 seconds, and then turn on the scanner. The required software and drivers should install automatically.

If the drivers and tools do not install automatically, install them from the HP scanning software CD.

Reconnect the USB cable and power cable to the scanner, and then press the Power button to turn on the scanner.
