HP Electrostatic 7600 Series Plotter - Toner Bottle Half-Full

Issue:
The bottle of toner on the HP 7600 Series Electrostatic Plotter is about half full, but the plots appear as if the plotter is out of toner. When I put in a new bottle of toner, the plotter works fine. Why am I not able to use the entire bottle of toner?
Solution
When the toner is completely used up, it is normal for the bottle to be about half full of liquid. All Hewlett-Packard Electrostatic plotters use a liquid toner which is made up of isoparaffinic hydrocarbons and toner pigment.
As the toner is used the toner pigments are depleted, leaving behind the isoparaffinic hydrocarbons which must be disposed. Except for the toner dissolved in it, the isoparaffinic hydrocarbons are chemically similar to petroleum products like kerosene or charcoal lighter fluid found in most homes. However, because these materials are flammable, special laws apply to their disposal to protect the environment. Spent toner is classified as a "hazardous waste" because it is flammable. Toner may not be disposed of as regular office trash.
To properly dispose of the toner, contact your local EPA office. Alternatively, if you are unable to find an EPA in your area the local fire department may be able to provide that information.
