HP Single-Function and Multi-Function Printers - 'Fatal Error 1406' Message Displays during Software Installation in Windows Vista

Issue
When you install the product software, a 'Fatal error during installation' or an 'Error_Install_Failure' message displays on the computer along with the error code '1406.'
Try the following solutions in the order presented to resolve the issue. When one of the solutions resolves the issue, there is no need to continue troubleshooting.
 note:
Some of the following solutions require you to restart the computer. Consider printing this page, or bookmarking it on your Web browser, so that you can reference it after restarting the computer. Do not restart the computer now. Wait until prompted to do so in the instructions.
  1. On the Windows taskbar, click the Windows icon ().
  2. In the Start Search box, type msconfig, and then press Enter.
    If the User Account Control window opens with the message 'Windows needs your permission to continue,' click Continue to close the window.
  3. In the System Configuration window, click the Startup tab, and then click Disable All.
  4. Click the Services tab, click the Hide all Microsoft services checkbox, and then click Disable All.
  5. Click Apply, and then click OK.
  6. When prompted to restart the computer, click Restart.
  • If these steps resolved the issue, you do not need to continue troubleshooting.
  • If the issue persists, continue to the next solution.

  2. In the Start Search box, type Msiexec /unregister, and then press Enter. You might see the busy icon (), which indicates that the computer is working. Wait until the icon disappears before proceeding.
  3. In the Start Search box, type Msiexec /regserver, and then press Enter. You might see the busy icon (), which indicates that the computer is working. Wait until the icon disappears before proceeding.
  • If these steps resolved the issue, you do not need to continue troubleshooting.
  • If the issue persists, continue to the next solution.
Solution three: Give full permissions to all users for the Program Files folder and reinstall the software
Follow these steps to give full permissions to all users for the Program Files folder and to reinstall the software.
  1. On the Windows taskbar, right-click the Windows icon ().
  2. Click the arrow next to C: to expand the file.
  3. Right-click the Program Files folder, and then click Properties.
    • If the Read-only box is checked or colored green, click the box to clear it, and then close the Properties box and the Explorer window.
    • If the Read-only box is already unchecked, close the Properties box and the Explorer window.
  4. Click Apply, click the Apply changes to this folder, subfolders and files checkbox, and then click OK.
Step two: Reinstall the software
Use one of the following options to install the HP software. The software installer prompts you to connect your USB cable. Do not connect the USB cable before the prompt.
